Ornate carved and inlaid boxes from tortoise shell and ivory were highly coveted in Victorian collections.  Now, intact specimens are very difficult to find.  Most have sucombed to dry weather decay and structural damage.  This lovely example is in excellent condition to join your cherished collectibles.   Latch is operable, but key would need to be replaced to lock.
